The overall organization of the IS function is made up of several categories as follows:

Finance Director - Provides financial and management support to the City Commission and oversees the function of Information Systems.

Manager of Information Systems - Responsible for overall operation of the Information Systems department. The Manager of Information Systems maintains a priority role in the following:

Third-Party Services and Consultants - Provided as needed for the continuity of the overall business functions of the IS organization.

Information Systems Steering Committee (The committee was dissolved by City Commission Resolution - January 26, 2004) - Group that oversees the overall performance of the IS organization. The group constitutes key department heads and representatives of the City, who provide direction to the IS function as follows:

 

Mission Statement

The purpose of information systems is to provide an information infrastructure that is accessible, interactive, intelligent and committed to the progression of quality electronic communications within all facets of the City government community.

Information Systems provides the City with cost-effective, dependable and accurate information services, which support both current and future business needs and strategies.

Objectives:

  1. Develop and maintain an organization structure that is technically and functionally competent to respond to data processing requirements.
  2. Build and maintain organization-wide information systems.
  3. Build understanding and ownership of information systems among users.
  4. Provide an adequate and reliable technology base to support the current and future direction of services.
  5. Attract, develop and retain high quality information systems personnel.
  6. Process information systems applications in a timely, accurate and efficient manner.
  7. Provide the capability for direct user access to City information.
  8. Develop and maintain an effective telecommunications network (both data and voice).

Year 2008 - 2011 Project List  

Web Server - Upgrade to OS and capacity 
- Implementation of Content Management Solution
- Database Server, Test Database Server upgrade

Voice Mail replacement and upgrade: 
- Hardware replacement
- Unified Messaging

Network switch replacements/upgrades (age of equipment is a major factor): 
- Router upgrade and monitoring of connectivity issues
- Replacement of 10mb switches with 100mb/1Gb switches

Local Dial Tone, local, toll and Long Distance calling service
- Existing contract with McLeod is expiring 2/23/2010.

T1 Strategy 
- T1 for Internet Access, Web site, and email (independent vs TLN shared)
- Voice and Data T1's to Senior, Ice, and DPS
- Combine Ice Arena and Senior Center voice and data connection
- Digital / Microwave T1 options with City radio dispatch system (Test w/ Fire, Rec.)

Integrated email/notification/calendar/scheduling Software  
- Email Collaboration software upgrade for calendar and appointments
- Multiple reminders to multiple people
- Scheduling meetings at various facilities
- Must be PDA compatible

Server Replacements: Hardware and software 
- Migrate from NT4 domain to active directory domain authentication
- Implement internal DNS server
- Continue implementation of Windows 2003/2008 Server
- (CH2-bdc, DPS-bdc, CH1-pdc)

Computer replacement program: Hardware and software replacement: 
- Continue implementation of Windows XP Pro (Vista Capable)

Building / Permits / Code Enforcement Applications - BS&A .net upgrade 
- Upgrade BS&A  to new dot net version which will provide web-browser based system.
- Mobile / Wireless Broadband implementation with Laptops for inspectors and enforcement officers. Printing.
    Wireless cost = $50-60/Month per unit; 15 units = $900 - 1,050 per month
- Beaumont Hospital - Document plan review process and internet hosting
- BS&A - Building Permits Application annual maintenance

City Clerk Business Licensing and Animal Licensing Applications - BS&A 
- Software application (Does not include any customization costs)

- $ 200/hr for data conversion, configuration, Implementation
- $ 900/day for on-site training + $50/hr travel + overnight accommodations
   estimated at 3 days

Daily Treasurer's Report Interface & Credit Card payments

5 Year Plan Issues Report. These are issues associated with the technology plans of the City.

Report to the Service Delivery Committee. This report was provided to the Committee assigned to review the operations and services of all City departments. The report details the Information Systems department functions, services and overall operational overview.

Services

The Information Systems department performs the following services and functions to the city:

  • Software Support/Help Desk - Provides supporting services to end-users on an as needed basis. This function does the following:
    • Provides basic, intermediate and advanced levels of on-site support and trouble-shooting to end-users.
    • Coordinates and manages all levels of training.
    • Provides various levels of maintenance of the City's data and telecommunications systems.
    • Enforces the City's Information Systems policies and communicates these policies to the end-users.
    • Directs and coordinates challenging problems to third party vendors.
  • Hardware/Network Support - Provides hardware and network support services to end-users on an as needed basis. These functions are accomplished by providing the following:
    • Support of standard computer workstations and standard integrated office products (deployment, installation, version upgrades).
    • Manages network access (security, passwords, remote access)
    • Manages network printers (installs, moves, upgrades)
    • Provides support for voice services (telephone, voice mail, etc.).
    • Manages network connectivity (voice/data T1's, network routing & switches, cable/network infrastructure, etc.)
    • Directs unknown hardware failures and problems to third party vendors.
  • Data and Document Management - Carry out day-to-day maintenance functions for the data files, application databases, and documents created and updated by the City's various departments. This is accomplished by:
    • Maintaining day-to-day data/document archives.
    • Providing support services to end-users in archive building and retrieving.
    • Ensuring the integrity and security of the data/documents.
  • Project Management - Responsibilities include the detail planning and execution of Information System special projects.
    • Planning and executing the special projects which are approved by the City Commission and the IS Steering Committee.
    • Management of third-party vendors in planning and implementation of special projects.
    • Aggressively search and research opportunities to improve the quality of IS services and overall City services and ensuring cost effective solutions are implemented. 
  • Specialized Application Development and Support - Development and support of applications not typically supported by the integrated municipal package called GEMS.
    • Application development of very specific functions using standard database development tools.
    • Documentation, training, and support to end-users.
    • Integration and custom extensions to the City wide integrated system when appropriate.
    • Develop, maintain, and operate the employee intranet, the City web site, and access to the internet.
